National Change of Address
Over 40 million Americans change their address annually, which creates formidable obstacles in maintaining a high quality mailing list. The National Change of Address (NCOALink™) database makes change-of-address information available to mailers to help reduce undeliverable mail pieces before mail enters the mail stream.
AXIS is licensed by the USPS to access the NCOALink™ database and match 18 months of mailing addresses. AXIS offers the NCOALink 18 to clients to assist them with maintaining up to date databases and also to enable mailings to maximize pre-sorted mail discounts.
The NCOALink™ Systems process takes your mailing list database and systematically examines each element of the address. It first attempts to verify or correct the ZIP code; standardize the format for address, city and state names; and append ZIP+4 codes, carrier route codes and delivery point barcode information (CASS certification).
Once an address has been standardized and the ZIP + 4 code applied, an attempt is made to match the address against the National Change of Address (NCOA)Link file which contains permanent address changes. Address changes are derived from the Change-Of-Address Order Form (PS 3575) provided to the USPS by relocating postal customers.
The NCOALink™ Systems database consists of address information on individuals, families and businesses that have moved.
NCOALink™ Systems gives you the ability to update your mailing lists electronically prior to addressing the mail piece.
NCOA 18 offers the ability to update computer-based name and address mailing lists electronically prior to addressing the mail piece. If the person has not filled out a change of address form with the USPS showing both old and new addresses, the system will not correct. It must have both to match. NCOA 18 matches mailing lists addresses to 18 months of change of address information for families, individuals and business.
This option includes:
- CASS Certification with Delivery Point Validation (DPV)
- DPV goes beyond the capabilities of CASS and indicates if an address is complete and correct by detecting incomplete addresses such as missing apartment numbers.
- Return Codes (formerly known as Nixies)
- Locatable Address Conversion System (LACS). LACS provide mailers an automated method of obtaining new addresses when a 911 emergency system has been implemented.
- FIPS Codes (County Codes)
